Blockchain Alliance Europe Drives Policy Dialogue and Industry Engagement Across 2025–2026
Ljubljana, March 2026 — Over the past year, Blockchain Alliance Europe (BAE) has played an active role in shaping public understanding and policy discussions around blockchain and crypto assets in Slovenia and the wider CEE region, operating entirely through voluntary contributions.
Throughout 2025, BAE’s activities were carried out by a dedicated group of contributors with additional support from the Bitcoin Association of Slovenia. Collectively, they contributed more than 500 hours of unpaid work, underscoring a strong commitment to advancing blockchain literacy and advocacy.
Focus on Regulation and Policy Dialogue
From April 2025 onward, BAE intensified its collaboration with the Bitcoin Association of Slovenia, focusing on proposed legislation concerning the taxation of crypto asset gains in Slovenia. As part of this effort, the organisations submitted over 33 pages of formal comments on the draft law and engaged directly with policymakers. BAE representatives also held discussions with key stakeholders across the political and professional spectrum.

Public Communication and Outreach
In parallel with its policy work, BAE maintained a steady flow of public communication. Over the reporting period, the organisation distributed 12 newsletters and published over 50 press releases, articles, and other communications to inform both the public and industry stakeholders.
Presence at Industry Events
BAE and its representatives were actively involved in several high-profile events across the region:
- March 2025 – At the national forum “Slovenia in the Fifth Industrial Revolution”, Tanja Bivic Plankar presented BAE’s activities, introduced its members, and outlined future strategic directions.
- May 2025 – In partnership with the Bitcoin Association of Slovenia, BAE co-organised a roundtable at Bitcoin Pizza Day, focusing on the implications of the proposed crypto taxation law. The discussion featured industry representatives, including Gregor Oprčkal, Klemen Končan Verstovšek, and Toni Čepon.
- October 2025 – At the Game Changer conference in Zagreb, Tanja Bivic Plankar spoke on Real-World Assets (RWA), highlighting emerging applications of blockchain technology.
- November 2025 – At the European Industry 5.0 Summit, BAE participated in a panel discussion on EU regulatory developments, including MiCA and taxation frameworks. The panel brought together international experts, including Morana Vukić Perak, Magnus Jones, Gregor Oprčkal, and Toni Čepon. Tanja Bivic Plankar also delivered the opening address, tracing the evolution of blockchain projects in Slovenia from 2009 to today.
- November 2025 – Tanja Bivic Plankar, representative of BAE, led a roundtable at Crypto Connect @ EPF 2025. The participants were Klemen Končan Verstovšek in Toni Cepon (Bitcoin Slovenia), Urban Lavrenčič (NiceHash), Prof. Ddr. Timotej Jagric, CQRM (Head of the Institute for Finance and Artificial Intelligence at the Faculty of Economics and Business, University of Maribor) and Marko Horvat ( Head of Maribor Financial Office, Financial administration of the Republic of Slovenia). The round table also discussed EU regulatory developments, including MiCA, taxation frameworks, and Bitcoin.

Strengthening Slovenia’s Position in the CEE Region
Through its combined efforts in advocacy, education, and industry engagement, Blockchain Alliance Europe has reinforced Slovenia’s role as an active participant in the evolving European blockchain landscape. Its work continues to bridge the gap between policymakers, industry stakeholders, and the broader public, contributing to more informed and balanced discussions on the future of digital assets.
